Scavenger in the Alley (3-23-14)

A resident in the 2600 block of White Oak Avenue called the Whiting PD to report a scavenger in the alley in the 2600 block of White Oak Avenue.  Whiting PD was detailed to the area and reported that the subject left the area before officers arrived.
