Scrappers Out (5-12-14)

A resident in the 2000 block of Indianapolis Blvd. came into the Whiting PD and reported that scrappers are out early in the morning.  The complainant reported that he had two sets of old wheel laying against his garage and he noticed this morning that they are gone.
