Subject Possibility Smoking Cannabis (7-30-15)

The life guard at Whihala Beach reported 5-6 H/M’s down by the entrance H smoking cannabis.  Officers were dispatched and reported speaking with the subject involved and did not witness any cannabis or smell any either.
