Subject Removing Pipe (9-29-14)

A City employee reported that he observed two w/m removing pipe and throwing it over the fence at the beach area.  The complainant also reported that they had entered the pay loader that was parked there.  Officers reported that he observed numerous pieces of pipe  on the railroad property.  Officers spoke with Source Construction Manager who will check to see if a report is necessary.
