David & Dr. Fletcher:

Please review the attached Memorandum of Understanding (MOU) between your parties and 
the City. Once you have had a chance to review, please let us know if you have any questions.

Our goal is to get the MOU agreed upon, and then proceed with some sort of signing 
ceremony/public announcement in Whiting next month.
