      Install a 15' high sound barrier fence along the tracks from Atchison 
      Avenue to Front Street - Estimated Cost $2,200,000.: 1%


      Install the federally mandated signaling equipment at both the 117th 
      Street and Front Street crossings to allow the "Whistle Ban" to be 
      implemented - Estimated Cost $2,400,000.: 1%


      Install the federally mandated signaling equipment at just one crossing to 
      reduce the number of whistle blows by 50% - Estimated Cost $1,200,000.: 30%


      Close the 117th Street crossing to vehicle traffic (a pedestrian crossing 
      would remain open) in return for the railroad's commitment to pay 100% of 
      the cost to install the required signaling at Front Street - Estimated 
      Cost - $0.: 51%
